　　1.4项目背景ProjectBackground

　　前海的规划定位先后经历了多次重大提升和变化，年，明确将前海建设成为“粤港澳深度合作示范区和城市新中心”。结合该定位完成的《前海城市新中心规划》和《中国（广东）自由贸易试验区深圳前海蛇口片区及大小南山周边地区综合规划》（以下简称“自贸综合规划”），已经深圳市政府同意并印发实施。

　　ThestrategicpositioningofQianhaiinurbanplanninghasexperiencedseveralupgradesandchanges.In,itwasdeterminedthatQianhaishallfunctionasaGuangdong-HongKong-MacauCooperationDemonstrativeZoneandanewcitycenter.Combinedwiththispositioning,“PlanofQianhaiUrbanNewCenter”and“ComprehensivePlanofChina(Guangdong)PilotFreeTradeZone---ShenzhenQianhaiShekouAreaandAreasSurroundingDananshanXiaonanshan”(FTZComprehensivePlan”wasalreadyapprovedbyShenzhenMunicipalGovernmentandimplementedafterprintout.

　　目前，我局正在依据上层次规划开展桂湾、前湾、妈湾片区单元规划修编和相关专项规划编制工作，前海八、十单元城市设计为现阶段重点工作之一。本次国际咨询工作将围绕八、十单元文化艺术和科技创新中心的功能定位，开展片区城市设计、重点标志性公共建筑方案概念设计、重点项目容量测算等。

　　Currently,inaccordancewiththeplanningofthehigherlevel,wearecarryingouttheunitplanningforGuiwan,QianwanandMawanareaandpreparingrelevantspecialtyplans,whereastheurbandesignforUnitofQianhaiisoneofthekeyworkatthemoment.TheinternationalconsultingthistimewillbebasedonthefunctionpositioningofcultureartandtechnicalinnovationcenterofUnit,includingregionalurbandesign,conceptualdesignofkeyandiconicpublicbuildings,capacitycalculationofkeyprojects,etc.

　　1.5工作范围和工作内容ScopeandContentofWork

　　项目工作范围包括设计范围、协调研究范围、重点标志性公共建筑方案概念设计、重点项目容量测算。

　　Theworkscopeoftheprojectcoversthedesignscope,thecoordinativeresearchscope,conceptualdesignofkeyandiconicpublicbuildings,andthecapacitycalculationofkeyprojects.

　　（1）设计范围DesignScope

　　东起梦海大道，西至滨海公园，南起前湾四路，北至沿江高速，规划用地面积约80万㎡。八开发单元用地面积约30万㎡，规划的总建筑面积约40万㎡，十开发单元用地面积约50万㎡，规划的总建筑面积约万㎡。城市设计范围东侧为南山水质净化厂，西侧临滨海公园前湾段，面向前海湾，南侧接前湾公园，北侧为现状沿江高速和规划七、九开发单元用地。

　　StartingfromMenghaiAvenueintheeastandextendingtoBinhaiParkinthewest,startingfromtheQianwanFourthRoadinthesouth,andextendingtoYanjiangExpresswayinthenorth,thelandplannedtousecoversanareaofaround,m2.Unit8coversalandareaofaround,m2andaplannedfloorareaofaround,m2,andtheUnit10coversalandareaofaround,m2andaplannedfloorareaof1,,m2.TheurbandesignscopehasNanshanWaterPurificationPlantintheeast,isclosetoQianwanSectionofBinhaiParkinthewestandfacesQianhaiBay,isconnectedwithQianwanParkinthesouth,andhasYanjiangExpresswayandtheplannedUnit7and9.

　　设计范围内规划有中国国家博物馆﹒深圳馆、科技专题馆、一处预留公共设施（可自行策划设计）；一处国际学校（已开工建设）、医院、一所九年一贯制学校、一处国际教育科研机构、约12公顷新型产业用地（含公共绿地约2公顷）及两处居住用地。

　　Withinthedesignscope,itisplannedtoconstructNationalMuseumofChina﹒Shenzhen,SpecialMuseumofScienceandTechnology,andonereservedpublicfacility(whichcouldbeplannedanddesignedindependently),aninternationalschool(theconstructionhasbeen 　　（2）协调研究范围CoordinativeResearchScope

　　本项目城市协调研究范围总用地面积约46万㎡，包括西侧滨海公园前湾段约25万㎡用地面积和东侧南山水质净化厂用地面积约21万㎡。对本次城市设计影响较大的周边区域，需考虑相互间的影响并在城市设计中予以考虑。

　　Thetotalareaoflandsusedwithintheurbancoordinativeresearchscopeofthisprojectisaround,m2,includingaround,m2landofQianwanSectionofBinhaiParkinthewestandaround,m2landofNanshanWaterPurificationPlantintheeast.Regardingthesurroundingareashavingrelativelygreatinfluencesonthisurbandesign,mutualimpactsshallbeconsideredintheurbandesign.

　　应重点研究设计范围与协调研究范围内滨海公园前湾段、南山水质净化厂国际咨询研究成果和沿江高速下穿段初步方案的相互影响关系。

　　TheresearchshallfocusonthemutualimpactsamongQianwanSectionofBinhaiParkwithinthedesignscopeandcoordinativeresearchscope,theinternationalconsultingresultsofNanshanWaterPurificationPlantandthepreliminaryschemefortheUnderpassSectionofYanjiangExpressway.

　　（3）重点标志性公共建筑方案概念设计及重点项目容量测算ConceptualDesignofKeyandIconicPublicBuildingsandtheCapacityCalculationofKeyProjects

　　八、十单元内规划布局三处重点标志性公共建筑，包括中国国家博物馆·深圳馆、科技专题馆及1处预留公共设施。国际咨询工作应对中国国家博物馆·深圳馆和科技专题馆开展建筑方案概念设计工作，并就预留的公共设施开展策划设计工作。

　　InUnit，itisplannedtoarrangethreekeyandiconicpublicbuildings,includingNationalMuseumofChina﹒Shenzhen,SpecialMuseumofScienceandTechnology,andonereservedpublicfacility.TheinternationalconsultingshalldevelopthearchitecturalconceptualdesignforNationalMuseumofChina﹒ShenzhenandSpecialMuseumofScienceandTechnology,andshalldevelopplanningdesignofthereservedpublicfacility.

　　另外，国际咨询工作应对十开发单元内规划的医院，以及新型产业用地中拟设置的一处国际教育科研机构进行容量测算。

　　Inaddition,theinternationalconsultingshallcalculatethecapacityofaninternationalhospitalplannedinUnit10andaninternationaleducationandscientificresearchinstitutionplannedtosetupinthelandfornewindustries.

　　国际咨询应对八、十单元范围内约80万平方米用地开展城市设计。应从粤港澳大湾区层面、从前海作为粤港澳深度合作示范区和城市新中心的功能定位、从前湾片区八、十单元作为前海公共文化活动设施集中布置的滨海岸线代表区域等特征进行研究，结合八、十单元独特的规划和发展条件，充分发挥前海湾区特征、海岸资源、滨海长廊等突出优势，通过对前海和其他世界级大湾区（类似纽约、旧金山、东京湾等湾区城市群，粤港澳“大湾区”由深圳、广州、珠海、香港、澳门等“9+2”个城市和特别行政区构成）的研究，明确片区整体城市设计概念、功能分区及空间设计方案，使该片区成为前海具有独特吸引力的代表性区域；并区别于香港维多利亚港、广州南沙、深圳湾超级总部、深圳空港新城等片区。

　　1.6成果要求RequirementsonDeliverables

　　（1）国际咨询阶段成果要求RequirementsontheDeliverablesatConsultingStage

　　文本（完整版和简本，包括各项技术经济指标、规划、建筑及相关图纸等）；展板、多媒体、三维动画及实体模型等；重点标志性公共建筑方案概念设计及重点项目容量测算内容应有专篇成果。

　　Textdocument( 　　（2）深化设计阶段成果要求RequirementsontheDeliverablesatDesignDevelopmentStage

　　深化城市设计部分内容，其他无需深化。深化的城市设计成果包括但不限于建筑布局、公共空间、城市风貌、交通组织、地下空间、市政管网、区域协调、海绵城市设计及专项设计成果（即考虑城市设计的可实施性，形成各开发地块精细化的导控图则）。

　　二、国际咨询方式及竞赛规则ConsultingWayRules

　　本次国际咨询分两个阶段进行：资格预审阶段、方案设计及评审阶段。

　　2.1资格预审阶段StageⅠ-ApplicationQualificationReview

　　2.1.1咨询方式及报名条件ConsultingWayApplication

　　本次国际咨询采用公开招标（公开报名、资格预审）的方式，选择5家入围设计单位参加本次咨询工作。境内外具有相关设计经验的独立注册的设计单位均可报名参加。允许联合体报名，联合体成员不得超过2家。已组成联合体的各方不得再单独以个体名义，或者与另外的设计单位组成联合体参加此次国际咨询。

　　Noindividualapplicationorindividual 　　2.1.2资格预审原则／细则QualificationReviewPrinciples/Rules

　　2.1.2.1主办单位将组建资格预审委员会，由7名熟悉情况的高水平专家组成，包括规划、建筑、交通等专业专家5人、深圳市前海管理局1人、深圳市前海开发投资控股有限公司1人。资格预审委员会对公开报名的设计单位进行综合评审，评选出5家入围单位和2家排序的备选单位，备选单位在入围单位退出时依序替补。

　　Theclientswillsetupthequalificationreviewjuryaccordingly.Itwillbemadeupby7experts,including5expertsmajoredinplanning,architectureortransportation,1representativefromAuthorityofQianhaiand1representativefromQianhaiHoldings.Thejurywillreviewontheapplicationdocumentsandselect5shortlisted 　　2.1.2.2资格预审委员会由评审主席主持评审工作，评审主席通过推举产生，在评审中与其他成员有同等表决权；具体评审细则由资格预审委员会确定。

　　2.1.35家入围设计单位应按时提交《参与确认函》。若递交《参与确认函》的设计单位因自身原因中途退出或最终放弃参与，主办单位有权在今后拒绝该设计单位参与主办单位的任何项目。

　　2.2.1方案评审原则／细则SchemeReviewPrinciples/Rules

　　2.2.1.1主办单位将组建评审委员会，成员由不少于7名的境内外知名专家（专业为规划、建筑、交通等）组成。采用记名投票法（逐轮淘汰）进行评审，每轮得票最多的方案将被淘汰，通过多轮淘汰，最终评选出不排序的前三名设计单位作为中标候选人，及第四、五名的排名顺序，第四、五名将获得方案使用费。

　　2.2.2定标DecidetheWinner

　　主办单位/承办单位在评审委员会研究评选出的不排序的前三名设计单位中确定优胜方，及第二、三名的排名顺序。优胜方将获得设计合同，承担后续城市设计的深化工作。第二、三名将获得方案使用费。

　　四、相关费用ContractFeeCompensation

　　5家入围设计单位提交的设计成果文件符合国际咨询文件要求的，第一名获得《设计合同》，设计费用为人民币万元（含税），承担后续城市设计深化的工作。第二、三、四、五名获得方案使用费（均含税），具体费用为：
